Over the years the early variants of the Model 112 were perceived as under-powered & having limited load capability. The manufacturer addressed these problems in November 1975 with the Model 114, of which more than 1,100 were delivered. In the late 1970s Rockwell sold most of its aviation assets, the Commander series being obtained by Gulfstream, but no production took place.

The Rockwell International Commander 114 was introduced in 1976 as the logical follow-on to the Commander 112, the first single to be certified under Federal Aviation Regulations Part 23. The basic difference between the two models was the engine: a 200-horsepower Lycoming IO-360 in the 112, a 260-hp IO-540 in the 114.
